Staff Update — COVID-19 Holiday Guidance


As we head into Thanksgiving, the Town of North Topsail Beach wishes a safe and happy holiday season for all its residents, property owners, and visitors. As COVID-19 caseloads remain elevated across North Carolina and the nation, Town Administration encourages adherence to guidance from the N.C. Department of Health and Human Services to keep our community healthy through the new year. Please remember that restrictions and guidelines are ever changing, so please regularly check updates to federal, state and local rules.

Holiday Guidance

Don’t forget your flu shot

  • It is more important than ever to get vaccinated with this flu season coinciding with the COVID-19 pandemic. Contact your health care provider or visit to find a convenient location to get a flu vaccination near you.

Observe guidance for holiday gatherings

  • The CDC recommends the safest way to celebrate the holidays is to stay at home and only celebrate with the people you live with. Gathering with family friends who do not live with you can increase the chances of getting or spreading COVID-19 or the flu.

  • If you do plan an in-person holiday gathering, take steps to reduce your risk, such as limiting the number of people handling food preparation and serving, hosting your gathering outdoors, and maintaining six feet of distance between guests.

  • Wear a cloth covering over your mouth and nose in all indoor settings if there are non-household members present, regardless of the distance away. This includes private gatherings, gyms, and restaurants (when not eating or drinking).

1. Are the beaches open? What about the 4x4 access?

Yes, the beaches are open, which includes public beach parking and the 4x4 access. However, please adhere to social distancing guidelines of a minimum of six feet between you and people outside your household.

2. Will you distribute cleaning and testing guidance for the short-term rental industry?

We have dedicated space on our website with resources from CDC and NCDHHS for proper cleaning and disinfecting between renters.

3. Are rentals with more than 10 people permitted?

The Town of North Topsail Beach must abide by Executive Order 176 issued by North Carolina Governor Roy Cooper.

Section 2 of the Order provides as follows:

“Mass Gatherings are prohibited. ‘Mass Gathering’ means an event or convening which brings together more than ten (10) people indoors or more than fifty (50) people outdoors at the same time in a single confined indoor or outdoor space. This includes parades, fairs, or festivals. In publicly accessible indoor facilities, the Mass Gathering limit applies per room of the facility. When more than ten (10) people reside in the same household, residing together does not form a Mass Gathering. At a park, beach, or trail, the outdoor Mass Gathering limit of fifty (50) people applies to each group of people that may gather together.”
