Dock/Bulkhead/Retaining Wall Application

Requirements

A complete dock/bulkhead/retaining wall permit application requires the following:

CAMA Permit: Jonathan Lucas is the CAMA Field Representative with the NC Department of Environmental Quality covering North Topsail Beach, available at is jonathan.lucas@deq.nc.gov 252-515-5420 (office) 252-725-3908 (work cell). Please inquire about the need for a CAMA determination.

  1. Completed Zoning & Floodplain Devo Permit Application (online)
  2. Completed Dock/Bulkhead/Retaining Wall Application (online)
  3. Sketch of:
    1. Location on property
    2. Dock dimensions
  4. V-Zone Certificate prepared by a qualified registered design professional demonstrating no harmful diversion of floodwaters or wave runup and wave reflection that would increase damage to adjacent buildings and structures
  5. Building plans
  6. If the estimated project cost is $30,000+, a Lien Agent Entry Number
  7. Workers’ Compensation Affidavit

Application Process

Please follow these steps to make a dock application:

  1. Log into: https://www.citizenserve.com/northtopsailbeach
  2. Complete a Zoning & Floodplain Development Application:
    1. Mouse over “Services” tab in the top bar
    2. Click on "Planning and Zoning"
    3. In the left-hand column, click on "Apply online"
    4. Select "Zoning and Floodplain Permit" in the drop-down menu
    5. Complete the application and click "submit"
      1. Once submitted, please note this permit number (ex. ZFP21-000xxx)
  3. Complete a Dock/Bulkhead/Retaining Wall Application:
    1. Mouse over “Services” tab in the top bar
    2. Click on "Permits"
    3. Click on "Apply online" in the left-hand column
    4. Select "Dock/Bulkhead/Retaining Wall Permit" in the drop-down menu
    5. Complete the application
      1. Select “An Existing Project” and enter the ZFP permit number noted above
    6. When complete, click "submit"

Please submit applications and inspection requests through the portal.
