Hot Tub (Spa) Application

Requirements

To make a complete hot tub application, you will need following:

  1. CAMA Permit: Jonathan Lucas is the CAMA Field Representative with the NC Department of Environmental Quality covering North Topsail Beach, available at is jonathan.lucas@deq.nc.gov 252-515-5420 (office) 252-725-3908 (work cell). Please inquire about the need for a CAMA determination.
  2. Completed Swimming Pool Permit Application (online)
  3. Completed Zoning & Floodplain Devo Permit Application (online)
  4. Completed Electrical Permit Application (online)
  5. Sketch showing location of proposed hot tub, and if located:
    1. In-ground:
      1. Engineered Hot Tub Plans
    2. On an elevated deck:
      1. Elevation Certificate
      2. Structural Deck Engineering
  6. Elevation Certificate based on “construction drawings” (completed, signed, and sealed by a licensed surveyor)
  7. 2020 V-Zone Certification: completed, signed, and sealed by a registered professional engineer or architect (original electronic file)
  8. Hot Tub Specifications
  9. Lien Agent Entry Appointment Confirmation (if project is $30,000 or greater)

Please note that a final survey and final elevation certificate are required prior to any final inspections

Application Process

To make this application please complete the following steps:

  1. Log into: https://www.citizenserve.com/northtopsailbeach
  2. Complete a Zoning & Floodplain Development Application:
    1. Mouse over “Services” tab in the top bar
    2. Click on "Planning and Zoning"
    3. In the left-hand column, click on "Apply online"
    4. Select "Zoning and Floodplain Permit" in the drop-down menu
    5. Complete the application and click "submit"
      1. Once submitted, note this ZFP permit number (example: ZFP21-000xxx)
  3. Complete an electrical permit application:
    1. Mouse over “Services” tab in the top bar
    2. Click on "Permits"
    3. In the left-hand column click on "Apply online"
    4. Select "Electrical Permit" in the drop-down menu
      1. Indicate “existing project” and enter the ZFP permit number noted above
    5. Complete the application and click "submit"
      1. Once submitted, note this electrical permit number (example: E21-000xxx)
  4. Complete a Swimming Pool Permit application:
    1. Mouse over “Services” tab in the top bar
    2. Click on "Permits"
    3. In the left-hand column click on "Apply online"
    4. Select "Swimming Pool Permit" in the drop-down menu
      1. Indicate “existing project” and enter the ZFP permit number noted above
      2. It may ask for the electrical permit number noted above
    5. Complete the application and click "submit"

 

Once the application package is submitted and complete, it will be processed and sent to the Planning Department and Building Inspections Departments for review.
