Chief William Younginer

Chief Younginer has served as Police Chief with North Topsail Beach since March 2018.  He was previously the Police Chief of Carolina Beach, Detective for the New Hanover County Sheriff’s Office. Chief for the Holly Hill Police, SC, Police Officer with the Hampton PD, VA and is a retired USAF Major where among other accomplishments he was the Security Police Commander with the 3498th SPS, Whiteman AFB MO, Commander with the 354 SPS, Myrtle Beach SC, and the Commander of the 4404 SPS Forward during his tour of duty during Desert Storm.  His Military Decorations include, The Meritorious Service Medal with 3 Oak Leaf Clusters, The Air Force Commendation Medal with 1 Oak Leaf Cluster, The Air Force Achievement Medal, The Air Force Outstanding Unit Award with 1 Oak Leaf Cluster, The Air Force Organizational Excellence Award, The National Defense Service Medal With 1 Bronze Service Star, The Southwest Asia Service Medal with 1 Bronze Service Star, The Air Force Longevity Service Award with 3 Oak Leaf Clusters, Small Arms Expert Marksmanship Ribbon with 1 Bronze Service Star, and the Air Force Training Ribbon.  He is married to the former Darlene Sullivan of Moncks Corner, South Carolina, and they have two children, and two grandchildren.

 

Captain Andrew Page

Captain Page has served with the North Topsail Beach Police Department since 2015. His service includes Patrol Officer, Patrol Supervisor and K-9 Handler. In his current role, Captain Page assists Chief Younginer with the day-to-day operations of the department, supervises the various divisions and serves as the agencies training coordinator. As a Marine Corps Veteran and long-time resident of Onslow County, Captain Page has a vested interest in growing and enhancing the North Topsail Beach Community by providing professional, pro-active police services that align with the needs of the citizens he serves.

 

Administrative Assistants

Our Administrative Assistants, Christine and Keri, serve as the front line of our office staff. They greet the public and assist them with reports, inquires and payments. Christine has served our community for an honorable 20 years! Keri has served since 2020 and, in addition to her regular duties, is also our property and evidence custodian.
