Paid Parking

To collect revenue to pay for regular beach maintenance and nourishment, the Town of North Topsail Beach will implement paid parking at ALL town-controlled parking areas beginning March 1, 2021. 

Basic Information:

  • Enforced 9 a.m. to 5 p.m. every day, year-round 
  • Visitors can purchase a parking permit via any of three options:
    1. Download the “SurfCAST by Otto” mobile app via Apple App Store or Google Play for Apple and Android devices,
    2. Scan the QRcode located on the signs in the designated parking areas for link to the Otto Connect, Inc. secure website, or
    3. Call the Otto Connect phone service at 910-200-1497
  • Residents and property owners can register two vehicles free of charge with residency verification via their ONWASA account numbers or via Unique Owner Codes for Condo/Townhome owners (available from the HOA or Management company).​

Enforcement/ Violation Fees:

  • On-street parking is no longer permitted. Those parked in the right-of-way will receive a citation and fine. 
  • Enforcement personnel will scan license plates at each lot multiple times per day and issue a citation to those who have not paid. 
    • Same Day ​Violation Payment: $25
    • Standard Violation Payment: $50
    • Late Penalty: an additional $25 for payments not received within 30 days of the violation notice. After 60 days, violations will be forwarded to a collection service.​​​
  • Annual and Resident accounts will support 2 licensed vehicles with one change allowed every 90 days per vehicle. All other permits will support one vehicle per parking session which may be changed for each parking session.

  • Hourly: $ 5.00
  • Daily: $25.00
  • Weekly: $100.00
  • Annual: $150.00 – per vehicle if purchased one at a time (New for 2023)
  • Annual: $250 for two vehicles purchased at the same time.

4X4 Drive On Lot Parking Rates

  • Daily: $25.00
  • Weekly: $100.00
  • Annual: $150.00 – per vehicle if purchased one at a time (New for 2023).
  • Annual: $250 for two vehicles purchased at the same time.

General Parking Rules

Public parking availability is limited each summer because of the popularity of the Town's public beach, especially on weekends and holidays. To avoid a citation and $50 fine, get there early and park in designated areas.

EMERGENCY VEHICLES NEED CLEAR ACCESS TO THE ROADS TO RESPOND TO EMERGENCIES.

RULES AND REGULATIONS
  • Park only in designated lots.
  • The right-of-way areas of state-maintained highways should not be utilized for recreational parking.    
  • Do not park in a private driveway or on private property without express permission of the owner.
  • Do not park in handicap parking spaces without authorization.
  • Do not park within the designated Emergency Vehicle Access points.
  • Do not park on the grass within the confines of the town park, or on the Town bike/pedestrian path.
  • If you are planning on renting, please contact your rental company to find out how many vehicles your rental  can accommodate. Adjust your travel plans accordingly.
COMMERCIAL MOTOR VEHICLES

There shall be no parking or storage of commercial motor vehicles greater than five tons (10,000 pounds) in residential areas, public parking areas and public streets, except for the purposes of loading and unloading of fuel, oil, goods, wares or merchandise.

Handicapped Access

There are two handicap accessible beach access points at North Topsail Beach:

  1. Onslow County Beach Access #4, which is across from the Town Park on New River Inlet Road. 
  2. Onslow County Beach Access #2, which is located on Highway 210. 

The Town of North Topsail Beach owns two beach wheelchairs and a beach walker which may be borrowed for use by individuals.  Please contact the NTB Police Department for information on availability of this equipment (910-328-0042).  For more information and the application to borrow the equipment, click here: Handicapped Access.
