Permits

PERMITS REQUIRED FOR dEVELOPMENT

Permits are required prior to the commencement of any development activities in North Topsail Beach. "Development" means any man-made change to improved or unimproved real estate, including, but not limited to, buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations, or storage of equipment or materials.

HOW DO I APPLY FOR A BUILDING PERMIT?

Applicants for building permits – including Trade Permit - shall initially obtain all required Zoning permits, Flood permits, and CAMA permits, as applicable, from the Town of North Topsail Beach prior to submitting a request for a building permit. 

After Zoning permits, Flood permits, and CAMA permits are obtained, Town of North Topsail Beach permit applications may be submitted along with all required documentation to NTB Building Inspections.

ONCE THE PERMIT IS ISSUED

A foundation plan and an elevation certificate (FEMA Form 086-0-33) is required after the reference level is established. Within seven calendar days of establishment of the reference level elevation, it shall be the duty of the permit holder to submit to the Floodplain Administrator a certification of the elevation of the reference level, in relation to mean sea level.

Any work done within the seven-day calendar period and prior to submission of the certification shall be at the permit holder’s risk. The Floodplain Administrator shall review the certificate data submitted. Deficiencies detected by such review shall be corrected by the permit holder immediately and prior to further work being permitted to proceed. Failure to submit the certification or failure to make required corrections shall be cause to issue a stop-work order for the project.

Re-inspection fees will be applied per North Topsail Beach fee schedule.

WHAT IF I NEED TO REVISE MY PLANS?

Permit Revision will be processed according to North Topsail Beach policy. All associated documents to support revision are required, including Flood, Zoning and CAMA.  Revised Sewer/Septic documentation if additional bedrooms, home occupation or change of occupancy. North Topsail Beach will charge appropriate fees associated with revision.
