Ground Floor Enclosure Application

Requirements

To make a complete application for a ground-floor enclosure on an existing structure, you will need the following:

  1. CAMA Permit: Jonathan Lucas is the CAMA Field Representative with the NC Department of Environmental Quality covering North Topsail Beach, available at is jonathan.lucas@deq.nc.gov 252-515-5420 (office) 252-725-3908 (work cell). Please inquire about the need for a CAMA determination.
  2. Zoning & Floodplain Devo Permit Application (online)
    1. 2020 V-Zone Certification: completed, signed, and sealed by a registered professional engineer or architect (original electronic file)
    2. Elevation Certificate based upon construction drawings
    3. Engineered Foundation Plans
  3. Addition Permit Application (online)
    1. Engineered Building plans
    2. Lien Agent Entry #, if project costs $30,000+ (instructions in online application)
    3. Workers’ Compensation Affidavit (in online application)
    4. Agreement of Building Application Terms (in online application)
    5. Window Glazing Protection Acknowledgement (in online application)
  4. Any Associated Trade Permit Applications

Application Process

To make this application, log into https://www.citizenserve.com/northtopsailbeach and complete the following:

  1. Complete a Zoning & Floodplain Application:
    1. Mouse over “Services” tab in the top bar
    2. Click on "Planning and Zoning"
    3. In the left-hand column, click on "Apply online"
    4. Select "Zoning and Floodplain Permit" in the drop-down menu
    5. Complete the application
      1. Indicate “existing project” and enter file #21-000265
    6. Once complete click "Submit"
      1. Once submitted, make a note of this permit number (ex. ZFP21-000xxx)
  2. Complete an Addition application
    1. Mouse over “Services” tab in the top bar
    2. Click “Permits”
    3. In the left-hand column, click “Apply online”
    4. Select “Addition Permit” in the drop-down menu
    5. Complete the application
      1. Indicate “Existing Project” and enter the ZFP permit number noted above
      2. Septic/Sewer Permit Number: Enter 0 and upload plot plan (essentially this is a placeholder as a sewer/septic upgrade is not required for a GFE addition)
    6. Once complete, click "Submit"
      1. Once submitted, make a note of this permit number (ex. AP21-000xxx)
  3. Complete any associated trade permits. 
    1. Mouse over “Services” tab in the top bar
    2. Click "Permits"
    3. In the left-hand column, click "Apply online"
    4. Select "(applicable trade) Permit" in the drop-down menu. Possible associated trade permits are:
      1. Electrical
      2. Mechanical
      3. Insulation
      4. Plumbing
      5. Fuel Gas (if applicable)
    5. Complete each application
      1. Indicate “Existing Project” and type in the AP21 permit number noted above
    6. Once completed, click “submit”

The applications will request upload of the documents listed above. Once the application package is submitted and complete, it will be processed and sent to the Planning Department and Building Inspections Departments for review.
